NOTICE OF REGULAR MEETING OF BOARD OF DIRECTORS

Notice is hereby given that the RCH Water Supply Corporation will meet on September 1, 2026, at 4:00 PM at Chisholm Baptist Church, 1388 S State Hwy 205, Rockwall, TX 75032

I. Call to Order

II. Presentation of Previous Meeting’s Minutes

III. Open Forum for Member Comments

There will be a two-minute time limit/member. Each member must complete sign-insheet in advance of meeting (sheet will be posted at meeting).

IV. Discussion and Potential Action

A. System and Operations Update by Robin Mayall, General Manager

B. Board Member Comments

C. Approval of RCH’S Social Media Policy.

D. RCH Water Study Update Presentation by Tyler Hendricks, Velvin & Weeks Consulting Engineers

V. Executive Session

The Board may recess into closed/executive session pursuant to Texas Government Code §§ 551.071, 551.074, and 551.129 to discuss pending litigation, personnel matters, and any of the above items with legal counsel.

VI. Take any Action as a Result of Executive Session

URGENT: STAGE 3 WATER RESTRICTIONS EFFECTIVE IMMEDIATELY

Dear RCH Members,

Due to continued non-compliance with Stage 2 watering restrictions, RCH Water Supply Corporation is moving to Stage 3 Water Conservation Measures effective immediately and in accordance with our conservation requirements.

Despite repeated notices and restrictions, we continued to see significant overnight water usage Saturday night, even though no lawn irrigation was permitted under the Stage 2 schedule or during the 48-hour irrigation freeze. That freeze has only now allowed the system to recover to safe reserve levels.

No Lawn Irrigation Tonight

No grass lawn irrigation is permitted tonight, Sunday, August 23.

The new Stage 3 watering schedule begins Monday evening, August 24.

Stage 3 Lawn Irrigation Schedule

Grass lawn irrigation is limited to ONE DAY PER WEEK, based on your designated zone:

Monday — Zone 3 (Sonoma Verde)
Tuesday — OFF
Wednesday — Zone 4 (Chisolm Crossing, Heritage, Kensington, Windsor Place, Austin Corners, Brushy Creek, Mira Vista, Pheasant Hill)
Thursday — OFF
Friday — Zone 1 (High Point Ranch Only)
Saturday — Zone 2 (High Point Lake Estates, Bluebonnet Estates, Lariat Estates)
Sunday — OFF

Permitted watering hours are 8:00 p.m. to midnight only.

There is no lawn irrigation allowed at any other time or day. Non-compliance will result in fines and additional enforcement measures.

We recognize that the overwhelming majority of our members are following the rules, and we sincerely thank you for your cooperation. Unfortunately, continued violations by others are placing the entire system at risk and have forced this move to Stage 3.

These restrictions are necessary to maintain the reserves required for fire protection, emergency response, and the safe operation of our water system.

We are asking everyone for continued patience and cooperation. We are only a few weeks away from completion of the North Texas connection lines that will provide the additional water supply our growing system needs.

Please help us get across the finish line safely. Follow your designated day, follow the 8:00 p.m. to midnight watering window, and do not irrigate outside of your assigned schedule.
