RCH Take Point Project Update: Major Milestones Reached and Construction Phases Ahead

Dear RCH Members,

I am pleased to share the latest RCH Take Point and Pump Station project update. Our team continues to make steady progress, and several significant milestones have been reached. Below are some key achievements from the project timeline, including the details of upcoming work packages and phases. We will continue to work with Felix Construction to explore opportunities for speeding up the process wherever possible.

Completion of the CMAR Procurement Schedule

The CMAR procurement phase has been finalized, with the Request for Proposal (RFP) issued on March 19, 2024. Proposals were submitted by April 18, 2024, and interviews were conducted on April 26, 2024. The selection notification was issued on May 1, 2024, with board approval secured on May 7, 2024, and the winning proposer notified on May 14, 2024.

Partnering Session and Kick-Off Meeting

On May 22, 2024, we held a successful partnering session and project kick-off meeting. This session was crucial for aligning all stakeholders and setting the groundwork for the upcoming phases of the project.

Pre-Construction and Design Services

As part of the design services, the first Guaranteed Maximum Price (GMP) package, which covered Entrance, Potholing, and Grounding, was completed on August 20, 2024. This critical package marked significant progress in site preparation.

From May 23, 2024, to June 21, 2024, we focused on the development of the Opinion of Probable Construction Costs (OPCC) and associated cost modeling. The review process was completed by June 28, 2024.

 

Work Packages

33 Million Gallon Tank
Planning and bidding for the 3-million-gallon tank will commence on October 27, 2024, with construction expected to begin by January 2025.

Civil Work
Civil works, including site preparation and grading, will start in February 2025 and extend through April 2025.

Meter Vault
The Meter Vault installation will take place from April 2025 to June 2025, critical for water flow control systems.

Pump Station
Construction of the Pump Station will begin in June 2025 and continue through August 2025.

 

Early Equipment Procurement & Key Submittals

Long-lead equipment, such as electrical gear, specialty valves, flow meters, and vertical turbine pumps, will be procured in advance to avoid delays. These procurement efforts will run from December 8, 2024, through March 16, 2025, ensuring timely delivery for installation.

 

Phase 1: Early Out Construction

Phase 1 will cover site civil work, including site grading, road access, and foundational civil tasks. This phase is scheduled to start in February 2025 and will pave the way for the Ground Storage Tank installation by April 2025.

Phase 2: Remaining Construction

Phase 2 will commence in April 2025 and will cover the remaining major infrastructure elements, including the Pump Station Building and Meter Vault Structure. This phase will extend into August 2025 and will include above-ground mechanical work, final grading, and access road development.

Final Phases: Testing, Commissioning, and Completion

After construction wraps up, start-up and testing will begin in September 2025, followed by substantial completion in April 2026. The commissioning phase will ensure all systems are fully operational and integrated, with final completion projected for June 2026.

These milestones reflect the excellent progress we are making, with much of the groundwork now complete and significant construction efforts on the horizon.
