RCH Annual Meeting Recap and Future Directions

Dear RCH Members,

I extend my deepest gratitude to all who attended our Annual Meeting on April 16th and for your active participation at the ballot box. Your enthusiastic participation and commitment to our company played a key role in the success of this event.

Annual Meeting Highlights:

Board of Directors Election:
We are pleased to announce the results of the Board of Directors election. With three highly qualified candidates vying for two open seats, the election was a testament to the vibrant democratic spirit within our community. Congratulations to Jamie Kinney and Geoffrey Kemp, who were elected with approximately 80% and 78% of the votes, respectively. We are confident that their contributions over the next three years will be instrumental in guiding RCH towards new heights. We also extend our gratitude to Lauren Fetty, who received 31% of the votes, for her participation.

By-Laws Adoption:
The proposal to adopt new by-laws was passed with substantial support, receiving 244 votes in favor and 28 against. This update marks a significant milestone in our ongoing efforts to enhance governance and operational transparency at RCH.

For those who could not attend our Annual Meeting, I am pleased to share with you the "Year in Review" speech that I delivered, reflecting on our achievements and the exciting path forward. This speech outlines both the challenges we have faced and the strategic steps we have taken to ensure RCH continues to thrive and serve our community effectively.

David Naylor's Speech at the RCH Annual Meeting 2024:

"Ladies and Gentlemen,

Thank you all for joining us today. Reflecting on the past year, we at RCH have navigated a landscape of transformation. Though not always linear, our journey has undoubtedly set us on an upward trajectory.

Change is not just a concept but an actionable reality for us. A prime example is our fully executed contract with NTMWD, marking a significant milestone as RCH becomes a direct customer. This contractual achievement is complemented by our strategic acquisitions of the starting and ending points for the pipeline as we forge ahead in securing the right-of-way.

Change has also come in the form of independence and growth. We parted ways with H2O Services, evolving from being managed to managing our own destiny. Our team has grown, bringing on board staff who embody our commitment to member-focused service. A special acknowledgment goes to our General Manager, Robin, whose exceptional leadership and professionalism is continually demonstrated and who has been honored by the City of McLendon-Chisholm with a day in his name.

Our financials now reflect the rigor and clarity of Generally Accepted Accounting Practices, meticulously prepared by a CPA. This progress sets the stage for the release of our true, audited financials within the next two months – a testament to our dedication to transparency and accountability.

On the technical front, we have conducted a comprehensive system analysis and developed a hydraulic model that is currently informing our planning for system improvements. These developments, actively discussed with our system engineer, aim to enhance our water supply and pressure. The discussions that Tyler led in the February Board Meeting were instrumental in charting our course forward.

Furthermore, we are actively collaborating with TXDOT on the Highway 205 widening project, signifying our engagement in regional development.

Our new board, equipped with impressive credentials, is steadfast in its commitment to the betterment of RCH. This commitment shines in spite of the hurdles we've encountered, including the city's attempted takeover, which the PUCT decisively rejected.

I want to express my deepest gratitude for your unwavering support. Your faith in our mission fuels our resolve to steer RCH towards a brighter future.

Though challenges remain on our horizon, our collective strength assures me that we will face them and emerge stronger. Our shared dedication to our community is the cornerstone of our continued success.

Thank you once again for standing with us. Together, we are not only witnessing but also creating a pivotal era in RCH's history.

Now, let us move forward, ready to embrace the opportunities that lie ahead and to overcome any obstacle with the resilience that has become synonymous with RCH."

Once again, thank you for your continued support and engagement. We are excited about what the future holds for RCH and look forward to achieving our goals together.

Warm regards,

David Naylor

RCH Board President
